They do the actual drawing behind closed doors and supposedly only a couple of people are allowed to witness it and it can't be taped.
Its supposed to prevent the draft order being leaked before the show and prevent "tanking" during a season but at the same time people believe the whole thing is rigged since majority of the time the worst team doesn't get the top pick.
