Yeah, you have to get lucky with the other player characters. Especially for the 5,000 dollar bounty one, because that takes longer than 10 minutes to get.

Don't try it, unless you are in a free roam with only one or two people. That's what I did.

Also, the roof is still the best place to go regardless. When you are up there, and you stand still, they lose track of you, and your wanted sign fades. Then you can pop like 4 at once when they run away.
