Before Bret Hart, Diesel, HBK, The Rock, Stone Cold, Triple H (and I maybe forget a few) became WWF Champions, they were IC Champions.
...but Scott never made it somehow.

Solid Intercontinental Title reigns thart you listed are definitely what helped propel these guys to connect with audiences and hold the big strap. Some others I would include are The Ultimate Warriror (albeit he didn't hold the title as long as his predecessors but it helped him to be the second most popular man in the company), Chris Jericho, Chris Benoit (I know he isn't to be mentioned but it helped him and he was built up very well for his entire run in the company even his last few weeks in ECW), Kurt Angle (though I'd say KOTR 2000 was more his defining moment where he could hold the Title), Randy Orton (easily one of the best IC champs of all time), Edge, Jeff Hardy and I am sure there are more.
