It has nothing to do with Perez' contract. Being able to refuse demotion has to do with service time. I don't know what the exact time frame is, but once you reach a certain number of years in the bigs, you can refuse demotion to the minor leagues. It's one of MLB's quality control policies to try and keep teams from sending down veterans, but in situations like this it looks really retarded.
