Disclaimer: The following post is gonna be long, drawn out, and be full of bad ideas.

2. Divide up the WWE into 8 initial territories: East Canada, New England, Midwest, East Coast, Deep South, Texas (which also includes Arizona, OK, and Nevada), and West Coast (also includes Western Canada). As time goes on and finances warrant it, add WWE Europe, Mexico, Japan, etc.
3. Each Territory gets their own regional title, has their own roster, etc.
4. There will still be the 2 "Brands," But their permanent rosters will be condensed to about 10 workers apiece, and their titles will be contracted. I'm talking about down to a WWE Champion, either a US or IC champion. Raw, being the flagship, will mainly feature the WWE Champion. Smackdown, will focus on the secondary title. Most of the shows will feature the main roster and top talent from whatever territory they're in.
5. Get TV Deals for each Territory to air in their respective Territory.
6. Hire enough workers to work each territory and to get time off.
7. Encourage the workers to relocate to different territories from time to time.
8. The tours will be smaller for the regional guys, keeping them in their general area.
9. The main shows will have Noid and the 'Kai as the head bookers.
10. Use the WWE channel that's coming out to show replays of Raw and SD!, as well as replays from the various territories.
11. Scrap FCW entirely. Use the territories to develop the new stars.
12. International tours will still be done, but it'll be usually the main rosters and couple of up and coming regional guys.
