I would say that he is most certainly a ghost from Marstons past, probably someone he knew and gunned down during a job. If you read the newspapers, it says how some towns have reported ghost sightings.

Plus, looking at the guides it says you cant complete the mission once you are in control of Jack, so its definately someone John knew.

The ghosts regard Tumbleweed and only tumbleweed as far as I know, a place supposedly haunted and one the stranger never appears in.

The second point is just kind of...Dumb. Why would any of the other theories be invalidated by not being able to complete it as Jack? Would God/The Devil/Any other party in charge of judgment or testing John test Jack about John's sins, test his character, or foreshadow his upcoming (past for Jack) death?
