Meaty attacks are done when an opponent's getting up. You start an attack early, often a low kick, so when they get up they have to block the attack or eat it - which you would then combo into. In SSF4 the reversal window is really large, though, as in performing a special withing a few frames of getting on your feet gives you invincible start-up frames (English: Ken's wake-up shoryuken that goes through your attacks). In SSF4 it's a large window, so meaty attacks are risky.

Since people bait reversals now, some started to get up slow and hold back, which makes meaty attacks viable again. My last few matches tonight had a lot of meaty attacks, particularly against Drakul when he used Hakan. I did some on Alva's last match as well.
