That being said... telepathically controlling his board can be represented with moves. So can augmentation (a la Juggernaut's "Power Up!" move). As for going beyond Hulk levels of strength, that's difficult since Hulk has no known limit to his potential strength.
Again, most of these things can be represented by moves, and of course it would be balanced. Otherwise, playing anyone BUT Surfer would be pointless.

While he's not gonna go creating universes any time soon, he can easily create and reshape matter. That's what I was getting at. Numerous people have kicked the surfer's ass. Frankly, he's just a scientist with a crazy power set.
I definitely feel you with the game stuff. I see him as more of a midboss for the sheer fact that he's up there with Hulk and Juggy for strength
and Magneto, Doom and Storm for sheer energy projection. Plus he can fly. So it's like when he is in play, he'd be a one man team like the really big characters in TvC.
