Using Wikipedia, I'll go through the WWE roster, and these are the guys that I just cannot see getting a run with either (another/) the WWE or World Heavyweight Title (although in today's WWE, you just never know):

RAW:

Goldust - just because of his age

The Great Khali - he's an attraction, but they even cut him out of SummerSlam

Mark Henry - he's getting up there in age, and hasn't even been given a mid-card title (not counting the ECW Title, which was sort of its own little thing)

Michael Tarver - I enjoy the guy more than most (but not as much as Skip), but he's 33 years old and is still green

R-Truth - just because I can't see the WWE Champion not being allowed to compete in Canada

William Regal - not because of his talent, or even his current position on the roster -- but just because he has two strikes

From SmackDown!:

Caylen Croft - he's a solid hand, but that's about it -- he seems destined for the mid-card

Chavo Guerrero - just for his age -- I could see him getting courtesy IC Title run or something, though
