I think it's more likely related to him aging. Steroids or not he was a great hitter. I'm not sure how severe his steroid use, or how long it went on. It could have been his whole career or just an isolated incident.

As for Brady Anderson
I respect and agree with the theory that it is possible for a player to have a career year out of the clear blue, but 50 hrs out of nowhere by a leadoff hitter who was noticably jacked is very suspicious.
Given the era, I would have to say he was probably using steroids.
I also would say the same about Luis Gonzalez, Beltre and other players suspected but not linked.
I love Jeff Bagwell but I think it's naive to rule him out just because he hasn't been named in any reports or books. I hope he didn't.
I wouldn't be suprised if he doesn't get many votes for the HOF next year.
