Well, you can look at Survivor Series 1998 as a prime example. They could have easily booked the Deadly Games tournament for the WWF title to have Austin "beat the odds" and come out on top with the belt, but they didn't. In fact, he lost in the second round.

They could also have given The Rock a clean babyface victory, "beating the odds" of the Corporation and winning the belt.

Instead they ran an angle where Mankind was Vince's "chosen boy," the guy who was going to be the new Corporate champ. And in the main event, Vince screwed Mankind to turn The Rock heel and make him the actual new Corporate Champion, building in automatic angles with Rock/Austin and Rock/Mankind.
