Actually they don't have to; it would only assist a 2nd hand customer who doesn't intend on buying new. It would most likely hurt 2nd hand sells, by extension hurting the retailer, so they should make the moves.
As far as new sales go the companies invoked little change other than inputting a code before playing the game, a change that has thus far had an indifferent effect on new sales (EA says sales have
improved but fuck that mess). So why should they drop dollar on promoting a change for a market that doesn't even support them? The party who should work that out is the one who benefits most - the retailers.
There is nearly no reason a company should say "Oh btw if you buy it used..."
