Wrestling isn't as massively popular or mainstream like it was in the 1980s to early 1990s where people who might not be wrestling fans knew who Hogan or Sgt. Slaughter were. Characters back then were "cartoony" so it was pretty easy to transition them into a cartoon character.

Closest since the Hogan era would be the Attitude Era with Stone Cold but it would be pretty hard using the PG-13/R-rated Stone Cold character in a children's cartoon. Probably doesn't help as much that Nickelodeon and Disney started to do more live-action shows and less cartoon shows by the late 1990s to early 2000s.
