That's the problem though. It went from Hardy (eventual main eventer/ Heavyweight Champion) to Jericho (main eventer/ heavyweight champion) to Kofi (dude was hot and proving himself to be a star) to Santino (possible mistake) to Regal (great worker great on the mic) to C.M. Punk (main eventer/ Heavyweight Champion) to JBL (main eventer/ Heavyweight Champion) to Rey(main eventer/ Heavyweight Champion) to Jericho to Morrison (upper midcard on the cusp of permanent main event status) to McIntyre (doesn't belong in this list), Kofi, and Dolph (doesn't belong in this list). I feel like the I.C. belt should be given to the upper midcard guys who are either on the cusp of main event status or could main event if given the chance and not to generic looking guys like Ziggler and McIntyre who need the belt to get their gimmick over.
If you want to give the rookies and guys Vince has a hard on for something to play with, use the U.S. belt for that.
