Manchester United can afford to spend big on world class players. If it doesn't work out, they won't go bust. Also, I think Liverpool could get a much better manager that Gerard Houillier.
There are a number of talented managers in the lower divisions who are well able to cope with a tight budget and difficult conditions. It doesn't help, really, that alot of Harry's signings are older players who command big wages but have no re-sale value.
