Not a fan of the idea of a WWE TV title... While WCW had a great US title scene, I doubt WWE could emulate that. I'd also like to see the WWE and WHC remain different. I wasn't a fan of when Brock Lesnar had the WWE title and stayed exclusive to SmackDown. It just seemed... odd to watch Raw and the only title was the IC championship.
Moving onto the IC title, along with the US title, they should be kept seperate. It'll give each show a midcard title to shoot for. Let's face it, a guy like Dolph Ziggler isn't going to get near the main event any time soon, along with Kofi Kingston. So give them a strap they can carry. Same goes for Danielson, Tatsu, Goldust, and others. The mid card title makes things more complex, and it works.
Keep one female title and one tag team title for the time being. With the women's and tag team scene there is not enough for brand titles.
But let's now talk about adding a title. I'd be happy seeing the Hardcore title, as long as it's kept light hearted for the pg rating. Santino can be the new Crash Holly. If they want a more "hardcore" match, save it for the ppv.
