I think they should make you able to swim.. In Vice City when I was pissed off I'd get a prostitute to hop in my car and I'd drive the sucker into the ocean and jump out at the last second. The prostitute would stay in the car and try to get out after it landed in the water. Drowned every time! Then I'd have fun shooting the car until it blew up.
