Elliott Smith's stuff is usually pretty dark and dreary, but uplifting at the same time. Start out with "Angeles", "Between the Bars", "Angel in the Snow" and "Waltz #2", but in my opinion, all of his work is fucking brilliant and each song has a different feel to it. One of my favorite artists, "depressing" or not.
Damien Jurado has some very depressing stuff. "Sheets" and "Abilene" are both great.
Explosions in the Sky are a great instrumental band. No lyrics in their songs, but each song has a very different feel to it and they are often dark and brooding.
