If I recall correctly, I remember reading that it's an ego thing. Basically it's a cocky or attitude thing. I remember reading that at one point, but I can't remember where. Doing some quick research, apparently the origins of putting a Japanese name in all caps in romanji stemmed from English speakers and they're confusion with the Japanese surname coming first. So they started putting it in all caps to make there surname more obvious/important.
So, connecting the two, it's safe to infer that it is an ego thing, and that by having there name in all caps, they're pretty much saying "Hey, I'm important and awesome."
