That's 21 participants already. On the Raw side I figure Mason Ryan will be added. Jerry Lawler is a safe bet. Triple H will certainly be a mystery guy, The Great Khali could also return. Santino & Kozlov not being announced yet might mean they get assigned to a tag title match, I guess against The Usos yet again so figure neither of those 4 get in.

Now in terms of SmackDown "locks" I'd say: Beth Phoenix, Big Show, Chris Masters, Drew McIntyre, Ezekiel Jackson, Heath Slater, Jack Swagger, Justin Gabriel, Kane, Kofi Kingston, and Wade Barrett

That leaves Chavo Guerrero, Curt Hawkins, JTG, Trent Barreta, and Tyler Reks - I'd guess JTG and Trent are the two most likely to sneak in out of that group, leaving about 3-4 spots total for COMPLETE mystery entrants.
