Justin Beiber is popular with tween girls and their parents, and how many tween girls watch professional wrestling? My younger brother and every one of his friends absolutly hate Beiber and at 12 I'd say he's in WWE's 'target demografic'. So if that is indeed the case then it is not a good business move.
