Cena is main eventing and winning his match whether it be against The Rock or The Miz. Rock's involvement one way or the other will put it higher on the card than any other potential Taker match (Triple H, Sting, etc.)

WM 28 will roll around with Taker/Cena as the main attraction - at which point WWE slams their heads into a desk when they realize that Cena jobbing at WM 24 ruined a potential Streak vs. Streak storyline. WM 24 ironically being the one year he really should have won to finish off his miracle comeback from injury storyline.
