I've never seen him wrestle, so I don't know about his ability, but fans don't usually see the "Mexican Luchador" as a Main Eventer.

The thing is, now more so than ever, with the WWE marketing to little kids, they have the power of suggestion. They can tell the WWE audience what they like and what they want to see. If the WWE wants Sin Cara to succeed, he will.
More so than ever, I am kind of hoping that he shows up on RAW. He'd stand out more there, as opposed to seeming like "Rey Mysterio II" on SmackDown!. On the other brand, it sets up Sin Cara as almost a parallel to Rey, which can fuel "dream match" ideas in people's heads. Plus, there is no shortage of people for Sin Cara to defeat en route to building him up. Matches with Primo, Zack Ryder and Tyson Kidd (probably in that order), would not only deliver, but could get Sin Cara' offense over quite nicely. A match against Regal may not be as pretty, but would certainly be interesting, and would test the waters for how well Cara can work different styles in the WWE.
And to be honest, if he's going to feud with a main eventer out the gate, why not have it be CM Punk? He's the smallest of the WWE's top-level heels, and he can work an amazing match and do the talking for two men in a feud. Del Rio vs. Sin Cara is obviously going to happen, but why blow that out the gate? Seeing Cara build up victories against yours David Otungas, Mason Ryans and Michael McGillicuttys could also be impressive, too. Teaming with Randy Orton would instantly get him over, as well. Not as a permanent team, of course -- just in one of those weird RAW duo matches to combine storylines.
During that feud, you can also do Daniel Bryan vs. Sin Cara for the US Title, which ends when the Nexus attacks both men. That can set-up a big PPV tag team match between Orton, Bryan, Cara and someone else against CM Punk and his Nexus. In that environment, I think Cara would really shine.
I could see Dolph Ziggler & Vickie Guerrero showing up on RAW at any moment, too, and Sin Cara vs. Dolph Ziggler would be insanely fun.
Also, assuming they do the draft again (and why wouldn't they?), I'm not entirely unconvinced that Alberto Del Rio won't end up on RAW. The WWE treats him as a pretty big deal, and pretty big deals in the WWE usually go to RAW sooner rather than later.
