I'm gonna do 2 cards first one admittedly doesn't follow all your rules but what I'm doing is actually quite a task. A Mania tournament ala Mania 4 only this time it's for the rights to face Taker.
Mini Tourney to determine who faces Undertaker. I'm aware titles are technically on the line here but come on give me some slack this wasn't easy.
Opening Tag title match
Best 2 out of 3 Ladder match: Edge/Christian vs The Dudley Boyz vs The Hardy Boyz (Mania 16 and 17, cause I can't chose which one is better)
Quarter Finals
Hart vs Piper (Mania 8)
Rock vs Austin (Mania 17)
HBK vs Flair (Mania 23)
Jericho vs Angle vs Benoit (Mania 16) or Jericho/Edge (Mania 26) if you don't like that I that I'm only acknowledging the second fall of the triple threat match.
Semi Finals:
Hart vs Austin (Mania 13)
HBK vs Jericho (Mania 19)
Finals: HBK vs Hart (Mania 12)
Taker: HBK vs Taker (Mania 25)
So there 9 matches repeats work in context of my card only thing I failed is titles.
I'll do a second card later following your rules to the letter.
