Because Liverpool have the basics needed to be the biggest club in England again:

- strong financial backing

- excellent youth system

- truly international fanbase

- prestigious history to attract the top players

- a great current stadium, with plans to move to a bigger and better one

With a good manager, they could be expected to sign the right players for the club, and to progress. Houillier has bought alot of crap, but he also laid the foundations of a strong team. Aside from Owen and Gerrard, they have established, talented young players like Diouf (who is TWICE African player of the year, don't forget, which is an amazing achievement for a player of 22 or 23), Riise, Kewell, Baros, Sinama-Pongolle, Le Tallec and Kirkland.

They also have a strong nucleus of excellent, experienced players like Hamman, Murphy, Carragher, Finnan and Hyypia.

They could be challengers if they had a manager who obviously inspired the players more, played with more ambition and didn't wallow in excuses.
