Because once upon a time Scott Hall was the next big thing. Also, he has charisma.
Jeff is just kind of, I dunno, the girls and kids love him so why not throw him out there? I never understood the appeal. He's not the first guy to use high spots, dye his hair or paint his fingernails. But he's probably the first guy to do all those things at once whilst screaming "EXTRRREEEEME" in a southern accent.
