Not sure why every wrestler has to work their way up and be World Champions one day. 'Upper Midcarder 4lyf' ain't so bad. Several IC/US/(ag runs, being a credible threat and 'wrestling the best'. Being involved in solid story-lines, featuring in Main-Events from time to time, guaranteed a Rumble spot, and so-on. Not bad at all.
Admittedly what I'm describing is easier said than done with WWE's monster roster. And he quite easily could get lost in the mix and not do a lot as he hasn't for a long time. But, if he could be used like above mentioned, then he definitely should be re-packaged a little and brought back. His talent is there, it's just the blandness that eventually saw him get pied off by WWE.
