Id steal XLs 3rd brand idea, but rather than having it as a distinct 3rd WWE brand id keep it as loosely linked to Raw/Smackdown as i could so it could be the adult orientated show without offending the sponsors. Just bring in the 'ECW' talent for the Rumble, survivor series and Bragging Rights maybe a championship match at 'Mania, but play it off as a seperate company and do an Invasion type PPV once a year.
