WWE would jump at the chance to get a Foley cameo for that, just to have a nice back and forth between the two. And I could absolutely see TNA letting him do this, lol.

Well, Hebner was at Edge's sendoff. Granted, he was in the crowd, but he was RINGSIDE HARD CAMERA and even had a small exchange with the guy when he circled the ring hugging everyone. Wasn't like he was blurred or edited out in a fit of "FUCK YOU, TNA BOY!!!" So, this cameo appears to be more likely than you think.
