From what I've heard its between 3 main possibilities:
1) Splinter group not related to the main Anonymous anti-Sony group doing the hacking
2) Sony underestimated the effect of adding Steam to PSN.
3) The outside firm they hired to protect and monitor PSN either has a glitch with their software or something else occurred causing it to conflict with other stuff.
I bet its more likely Steam and Cloud support is causing more problems since it started roughly the same time as Portal 2 console launch. Japan's PSN servers also went down around the same time as Portal 2 but it could also be some issue related to the past earthquake.
