David Arquette doesn't exist for the purpose of this reply (if he even counts, he is the undisputed champion of worst World Title Challengers). Ditto for Vince Russo and Vince McMahon (at least that title was declared vacant ASAP).

but as said before:

Bossman '99. As someone else said, if The Bossman was gonna get a title shot, it should have been 10 years ago...in 1999, this would have been like giving Henry O. Godwinn a shot at the title or something...then again, he was the only person with whom the babyface Big Show could feud with at the time...everyone else was either new faces, or mired in other feuds. This was one of the biggest problems with The Big Show's title reign. Now that I think of it, The Big Show never really had a decent WWE title reign. In WCW, as the Giant, he was pushed like a certain other giant 90% of the time...so when he held the title, it was somewhat more believable and palatable.

by that mark, add Big Show '99 to that list. He got almost a Lesnarian push to the belt out of nowhere that year...he had no build up from WWE booking whatsoever, not even thinking of playing on his WCW reputation (there were legal issues, I know, but still...when you start from a clean slate)...he was moderately developed but not far enough to justify the shot.

Hardcore Holly, '04. No explanation needed. I would have believed a Billy Gunn shot in '99 after KOTR before this.

Scott Steiner '03. Bad booking, and not-so-hot ring work, plus a WWE-restricted moveset kept the fun out of what should have been long-awaited feud.

Hulk Hogan '02. I'm surprised I haven't seen this one yet. HHH, when he was on top of the company after the quad injury, had some of THE worst feuds and booking ever in that year. The whole HHH-Hogan match was a complete joke....painful to watch.

Stephanie McMahon '02. While we're on the subject of bad HHH booking...

Bradshaw '04. The only thing that puts him above Hardcore Holly, is that Bradshaw got a gimmick do-over with some buildup before the title shot was given. Hardcore Holly has been virtually the same guy since '98 or so....and kept the same position in the pecking order as well.
