Yes there is and it's explicitly called free roam too
From the main Menu select Cases from there pick a desk that you've finished completely freroam called Streets of L.A. (Free Roam) will be ta the bottom. You can get it for sure after you beat the Traffic Desk and you have your Traffic Desk partner with you as you play (I imagine this means once you finish Homicide you can free roam from the homicide Desk with your Homicide Partner and the same with Vice and arson but I haven't gotten that far)
