Yet over on Smackdown, even Chavo Guerrero is involved in a good, time consuming storyline. Raw's writers can't handle more than the main event picture. The laziness is insane. It seems like they've been trying over the last couple weeks though finally so it could change.

I agree that the writers on RAW can juggle fewer balls. To be honest, that is probably the orders from above, too. When you are on RAW, you are someone the WWE wants to do something with NOW. No one gets built there, really. SmackDown! is like televised developmental in a way (with a few big stars there to dominate because the WWE has too many main eventers, and to keep egos from clashing).
Chavo Guerrero is being used in his program with Sin Cara because he is familiar with the way in which Cara works, and the idea of a Guerrero vs. Mistico probably makes Mexican audiences wet.
CM Punk is on RAW because the WWE feels like that they can throw him against anyone and he'll get people into the program. The guy is always leading a stable because they want him to get guys like Michael McGillicutty, Mason Ryan & David Otunga over. I wish he were on SmackDown! feuding with Christian over how years and years of falls off ladders have left Christian held together only by painkillers in a Feud of the Year candidate, too, but Punk is valued.
