Best: Stone Cold (during the debut of the Smoking Skull belt)
Worst: Backland's 1 day reign.

Backland ended up being worse because he became champion during a good match with Bret Hart and Owen Hart pretending to be concerned over Bret's safety as a way to con his parents into throwing the towel. He then looses it a day later in one of the shortest title matches to Diesel who himself didn't have a great run either.
