Honestly, I am not sure you can classify anyone who has been WWE Champion as a "Bad" champion. I looked at the list of champions and to say any one of those men are the "worst" doesn't do them justice. I think every guy on the list deserved to be champion, except maybe Vince McMahon. However, I will not be "that guy" and chose;
Best: Hogan
Worst: Kane (Because of the length of his reign, but like I said, he did deserve to be champ)
