I'd always assumed it is the same for all titles: they give a deposit as security, and if they want to keep the belt, they just have to 'eat' the amount. So maybe for some, its worth more in prestige to give up the money and keep the belt.
Also, for Rhyno, when the company went under, maybe ECW just neve asked for the belt back.
