I'm gonna play devils advocate here, even though a competitive Cruiser division on Smackdown would be money.

If WWE starts to label guys like Bryan, Rhodes, Sin Cara, Chavo, Tatsu, Kidd, etc... as Junior's then that's what they are. Just like in WCW the idea of Rey winning the World Title is laughable. But in WWE it became very plausible and no big deal. It would be hard for Cody Rhodes to go from Cruisweight Champ to World Champ for example, just in the eyes of the fans after they get used to him in the lighter division.
