Austin was a good mid card talent at the time and WCW just buried him with a guy who was already 10 years past his prime. David Flair was a joke as well but WCW dropped the ball burying Austin like that. Something like that sticks out in my opinion more than David Flair who no one really remembers being US champion more than Austin getting buried by Bischoff and WCW management. At least Duggan was an established wrestler and even if it was a sqaush he did win the belt. The only reason David Flair had it is because his father was Ric Flair and they didnt even have him win the belt in a match.
