Wrestlemania X7 is the best PPV of all time period. Super hot crowd, JR and Heyman at their absolute best, every featured bout living up to its expectations (how many times has any show been able to boast that?), and even the throwaway matches (Chyna winning the women's title, gimmick battle royal, triple threat hardcore title match) were entertaining.

Worst is probably IX. Steiners vs. Headshrinkers was pretty good but everything else was mediocre. And I'm not a Hogan hater but the ending still left a bad taste in my mouth.
