I think it's because the WWF Championship was so big and round (plus it had those sharp jagged edges that Austin claimed to have cut his chin when he delivered a stunner on someone) that having it around your waist would've felt awkward for some people, maybe. Prior to this, the WWF Title (circa 1997) was smaller and it looked natural to be around a man's waist. JUST MY GUESS

Pretty sure why Austin dragged the belt along was because he was THE TEXAS RATTLESNAKE aka A TOUGH S.O.B and it's part of his gimmick to not give a fuck about how one wears the WWF Championship

Bret Hart complaining about such a small thing like that makes him look like a whiney penis

Maybe some guys just find it uncomfortable to wear it around their waist, cuz they have to take it off before they enter the ropes anyways, so....
