Voted Jeff only because he has fallen farther in the grand scheme of things. Yes Matt is a total and complete fucking moron but atleast he didn't go from top of the world to face planting the sidewalk were as Jeff was champion of WWE's A show and still managed to piss it all away. Honestly though all three of the people on this list are deserving of an award for most retarded human being on earth.
