Jericho, Eddie and many others started in the Cruiser division showing they can get over and eventualy both got the WCW United States title(and then went to WWF and became main eventers)
So I woudln't buy into it making the little guys take a step back, they can still compete in both but the cruiser division would be a faster past style and they can say it doesn't use traditional olympic wrestling as much and thats a quality needed for the heavyweight division.
