The ball was dropped by WWE when they teased him turning face against Orton and they didn't go through with it.

However, he himself dropped the ball after WM25 when they essentially gave him his dad's gimmick and he couldn't make it work...he was just so boring. The writers can shoulder a little bit of the blame, but that gimmick should be able to get anybody over.
