Probably.

I honestly don't know one. Except "idiot," because even if the fanbase isn't a bunch of morons, they will be reflected as such. That's how the networks tend to see viewers.

Anyway, people tend not to agree on what constitutes a Mary Sue, but she meets a lot of common criteria. I suppose the correct term is "Canon Sue," since she's an official character. Doesn't matter much. She was useful quite frequently because she would suddenly have amazing capacity as the story dictated. Also, several times it relied on the Doctor being a completely uncharacteristic moron.
