I agree with the first four you listed. All of those teams are going nowhere and they know it, so they aren't trying to improve. They play in shitty facilities (Except the Cardinals eventually) and have bad fan bases, there is no winning.
The Tampa Bay Devil Rays have got to be the shittiest team in baseball. They play in the shittiest dome ever, The Tropicana Done, especially when they play in Florida. Florida sucks at being fans except for Football. Then they are in the best conference in baseball, the Yankee's and Red Sox are always going to be better than them, and when they arent really good either Baltimore or Toronto will be, there is just no hope.
