Best - CM Punk
Toss up between CM Punk and Edge and while Edge was a big player for the belt with multiple reigns, the way Punk dethroned Hardy and had the crowd hating him for "stealing" Hardy's moment basically set the foundation for one of the best heel turns in years. It also set the foundation for the slow rise of Punk to become a huge star that he is today.
Worst - Rey Mysterio.
Besides his reign feeling more as a "gift" from Eddie dying even though Benoit and others were closer friends to Eddie, the biggest problem was how Rey was made to look too weak in every encounter and the WWE reusing the David-vs-Goliath setup for every Rey match.
It was a toss up between him, Swagger, and Khali but at least with Swagger it was an attempt to push a young wrestler even if it didn't work out and Khali was able to stay as a monster heel champion for his reign.
