Punk didn't need to be the champion, but he and Cena needed a rubber match on PPV to keep Punk's momentum going. If that happened, and at NOC had Cena win in some bullshit way, say what they did at SummerSlam but reversed (with Hunter as the ref), and then had Del Rio cash in on Cena, things would have been a lot better off. Then you'd have a logical reason for Cena vs. Del Rio and Punk would have legit heat with Hunter because he didn't officiate the match correctly.
It really only would have taken an extra month and no Kevin Nash to make this whole thing make sense and work well.
