Both of them are huge draws, but when it comes to wrestling ability, charisma, mic skills, and career accomplishments, HBK takes the cake.
Triple H was on a distinguished road when he first joined WWE, and when he went main event he became a WWE icon, one of the best heels I've ever seen, but upon his return from injury his prime was behind him.
HBK was built very steadily into a credible superstar, had so many memorable matches even before he was a main eventer. HBK built up a great deal of charisma throughout his career through promos, and amazing matches, and is now a WWE legend.
Unlike Triple H, HBK can still put on a hell of a match after serious injury (i.e. HBK vs. Jericho at WMIXX, HBK vs. Chris Benoit on RAW prior to WMXX, the back to back triple threat matches from WMXX and Backlash). Plus HBK can still cut it on the mic though he's not his former self personality wise.

And this is coming from a guy who isn't even an HBK fan.
