CM Punk has been held back in terms of his character. Yeah, he's Champion and all that, but he has not been given the green light to go ahead and take his character, and his career, to where it potentially could go.
He's Champion, comes out every Monday, wrestles in a match, gets into it a little bit with John Laurinaitis, and that's it.
