I like Rick too much. If you let fear take over and don't hesitate to make rash decisions, you're no better than the walking dead.
He doesn't want them to lose their humanity. If Shane took over, in 6 months they'd be cold, ruthless, and wouldn't have a single lick of hope left in them. They'd be just another of those groups like the 2 guys in the bar. Ready to shoot someone in order to benefit -their- group, instead of having some decency and respect for mankind.
